About this programme

The Entrepreneurship and Innovation Investment (EII) Fund is run by the West Virginia Small Business Development Center's In-Tech Program, established under West Virginia code Section 5B-8-1 to encourage job creation and economic development and stimulate SBIR and STTR results across the state.

The Phase 0 Award is a state grant given to a West Virginia business simply for submitting a federal SBIR or STTR Phase I proposal, ahead of any federal award decision.

How it works

The award is a $2,500 grant, distributed once the business submits a federal SBIR or STTR Phase I proposal.

Unlike the Phase I/II Matching Award, which has two annual deadlines, the Phase 0 Award can be applied for during any month of the year.

Who can apply

The applicant must be a West Virginia business that has submitted a federal SBIR or STTR Phase I proposal.

How to apply

  1. Download the application, available as a PDF on the WV SBDC technology commercialization program page.
  2. Submit at any time during the year, after you have submitted your federal SBIR or STTR Phase I proposal.
  3. Contact the In-Tech Program for guidance through the process.

Frequently asked

How much is the Phase 0 Award worth?

$2,500.

Do I need to have won my SBIR or STTR award first?

No. The Phase 0 Award is given upon submitting a Phase I SBIR or STTR proposal, not after winning it.

When can I apply?

Any month of the year.
