About this programme
Proof of Commercial Relevance (POCR) is a loan program run by the Iowa Economic Development Authority (IEDA), with application review managed by VentureNet Iowa. It is built for businesses that already have a proof-of-concept for an innovative technology and need to validate the market opportunity before a commercial launch.
The program exists to help a company define and articulate its opportunity once the underlying technology works but the commercial case is still unproven. Eligible uses include beta testing for technology or product validation, intellectual property development and evaluation, competitive analysis, and translational development of scientific discoveries. Biomedical companies can also use POCR funds to identify technology gaps and assess commercialization feasibility.
A separate Investigative POCR program exists for biomedical companies that need regulatory approval, alongside the standard POCR track.
How it works
POCR provides up to $50,000 in low-interest loans, with a required 1:2 private-to-public match.
Applications are reviewed on an ongoing basis, and funding decisions are made bi-monthly.
The process runs through a panel review, followed by a presentation to the IEDA Technology and Commercialization Committee (TCC).
Who can apply
The company must be Iowa-based, legally formed and registered with the Iowa Secretary of State, with fewer than 500 employees.
It must operate in advanced manufacturing, bioscience, or information technology.
The company needs a validated concept or intellectual property with a demonstrated proof-of-concept, and must be seeking market validation prior to commercial launch.
At least two co-founders or principals must be actively engaged in the business.
