About this programme
The Capital Access Contract Loan Program is administered by the Mississippi Development Authority (MDA). It aims to increase the availability of financing for eligible disadvantaged borrowers who hold contracts with public entities but might have difficulty getting conventional loans.
Business entities defined by Section 8(d) of the U.S. Small Business Act may apply: small businesses, small disadvantaged businesses, and minority businesses (defined as minority- or women-owned businesses).
How it works
Loan proceeds may be used for costs associated with a public construction project or a public construction-related project. The public contract itself is used as collateral for each loan.
Loans may be made for the length of the secured contract, in amounts not to exceed 75% of the contract or $75,000, whichever is less.
The annual interest rate on these loans is zero percent.
A borrower can take out up to three loans under this program.
Who can apply
The business must have fewer than 50 full-time employees, or qualify as a socially and economically disadvantaged business as defined by the U.S. Small Business Act, and must be a business entity covered by Section 8(d) of that Act (small businesses, small disadvantaged businesses, and minority- or women-owned businesses).
The borrower must hold a contract with a public entity and be unable to obtain conventional financing through traditional lenders.
